This installs Realtek Driver Version 10.28.1002.2018 under Windows 10. This caused the issue. Deinstall the driver in control panel or switch it back to Windows native in the Driver Settings. Be aware, when your system is already in a failed state (USB not working), it is not possible the deinstall the driver.

The driver which contains USB 2 is most likely the Chipset, although it may also have separate USB drivers. But you want to install ALL of the drivers listed that are missing in Device Manager, older or generic and not branded. Once you get those installed if the USB is still not working then run the Intel driver updater to see if it finds any

Check the markings on the black chip near the USB connector - if it says Atmel 16u2 it's an official board or faithful clone, and uses the normal drivers. If it's CP2102 or CH340G, it's a clone that uses a different serial chip. Google the part number and your OS, download and install driver. Try a different USB cable.
