This installs Realtek Driver Version 10.28.1002.2018 under Windows 10. This caused the issue. Deinstall the driver in control panel or switch it back to Windows native in the Driver Settings. The driver which contains USB 2 is most likely the Chipset, although it may also have separate USB drivers. But you want to install ALL of the drivers listed that are missing in Device Manager, older or generic and not branded. Once you get those installed if the USB is still not working then run the Intel driver updater to see if it finds any
